Mark Sutton
Attorney at Law
Mark Sutton is the principal attorney at Los Angeles Lawyer, P.C. For several years, he has exclusively practiced workers’ compensation law. Mr. Sutton has appeared in countless Trials and Depositions. He has extensive experience in filing Petitions for Reconsideration in response to decisions by the Workers' Compensation Judges that were unfavorable for the injured worker, and many have been granted by the Appeals Board.
In addition to Mr. Sutton’s experience in the Workers' Compensation arena, he previously practiced in the intellectual property arena. He has decades of experience in intellectual property litigation in the U.S. federal courts throughout the U.S. and the state courts of California. Mr. Sutton previously worked in nationally recognized intellectual property firms.
Mr. Sutton is admitted to practice in California, the U.S. District Courts of California and the Ninth and Federal Circuits.

George Reny
Attorney at Law (Retired Workers’ Compensation Judge)
George C. Reny graduated from James Madison University in 1986 with a B.S. in political science. He attended Touro University Jacob Fuchsberg Law School from 1987 to 1989 and completed his legal education at Southwestern School of Law in 1990.
Mr. Reny became licensed to practice law by the California State Bar in January 1991. Thereafter, he practiced workers' compensation law in the private sector for 7 years, handling both applicant and defense work, and he obtained a certificate of specialization in workers' compensation from the California State Bar. Mr. Reny was appointed to the position of Workers' Compensation Referee by then-Governor Pete Wilson in 1997. He then served as a line Workers' Compensation Judge in the Fresno and Los Angeles district offices for over 16 years before being appointed Presiding Judge of the Pomona district office, serving for over a decade.
Mr. Reny was chosen by Latino Comp as the 2024 Judge of the Year and retired from California state service in June 2025.

Manolo Luque
Senior Workers’ Compensation Hearing Representative
Mr. Luque has practiced workers’ compensation law as a Senior Workers Compensation Hearing Representative since 1990 and has been with Los Angeles Lawyer, P.C. (formerly known as the Law Offices of William W. Tiffany) since 1996. He has extensive experience before the Workers’ Compensation Appeals Board dating back to 1992, having appeared at numerous mandatory settlement conferences, expedited hearings, and trials. With over 30 years of experience, he is highly knowledgeable about labor codes and regulations.
Despite his extensive experience, Mr. Luque continues to expand his knowledge of workers’ compensation law by regularly participating in related classes, seminars, and webinars, and by attending California Applicants’ Attorneys Association conventions since the early 1990s. He is also an active member of Latino Comp and is fluent in English and Spanish.
Mr. Luque played a significant role in a case that garnered national media attention. In that case, the employer. Farmers Brothers, argued that the injured worker, Ruiz, was not entitled to workers’ compensation benefits because he was not legally authorized to work in the United States. Farmer Brothers alleged that Ruiz had provided a false Social Security card and green card to obtain employment. Despite these allegations, the decision was favorable for Ruiz and represented a major win for injured workers throughout California, regardless of their legal citizenship. (See Farmer Brothers Coffee v. Workers’ Compensation Appeals Board, 133 Cal. App. 4th 533 (2005)).
In his free time, Mr. Luque enjoys sports, spending time with his family, and being involved with his church.
Ruben Martinez
Workers’ Compensation Hearing Representative
Mr. Martinez has worked as a Workers’ Compensation Hearing Representative with the Los Angeles Lawyer, P.C. since 2019. He has over a decade of experience in workers’ compensation and, as a result, has developed a deep passion for zealously advocating for the rights of injured workers in California.
Mr. Martinez is involved in every facet of each client's case to ensure that they obtain both necessary medical care and the maximum compensation permitted by law. To this end, he stays up to date on workers’ compensation laws and regulations through legal research and participates in continuing education with an emphasis on law and medicine. He is also responsible for ensuring that the medical-legal reports prepared by doctors meet the substantial medical evidence standard and comply with the American Medical Association Guidelines (5th Edition). In addition, he rates medical-legal reports using the Schedule for Rating Permanent Disabilities, makes appearances at conference hearings and expedited hearings, and has cross-examined medical doctors.
Over the years, Mr. Martinez has gained significant experience handling challenging cases involving uninsured employers, which require extensive research to determine whether the plaintiff has jurisdiction to join the Uninsured Employers Benefits Trust Fund.
Mr. Martinez is fluent in English and Spanish and is an active member of Latino Comp.
In his free time, Mr. Martinez enjoys spending time with his family, taking his boys to Dodger games, or traveling abroad together.
